Overview

Determines applicant eligibility for assistance from the Community Development Block Grant-Disaster Recovery Program utilizing federal, state, and county guidelines. Participates in planning of programs, policies or objectives for own work group and department.  Three positions available.

Responsibilities

Interviews applicants and determines nature and degree of housing needs through the completion of comprehensive multidimensional assessments and frequent reassessments.  Accepts and processes applications and supporting documentation to determine an applicant’s eligibility for the Disaster Recovery – Housing Recovery programs.  Obtains documents from third parties that assist in making the determination on the applicant’s eligibility for the Disaster Recovery – Housing Recovery programs.  Performs calculations to determine income, duplication of benefits, and awards.  Plans, seeks and monitors housing services on behalf of the applicant.  Conducts home visits when appropriate and necessary.  Participates in outreach and marketing programs to underserved areas of the County.  Establishes and maintains effective working relationship with co-workers, administrators, staff from partner agencies and the general public.  Performs other job related duties as assigned.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Qualifications

Bachelor’s degree in Social Worker or related field from an accredited college/university preferred.  (Two years job related experience in case management in a non-profit or governmental agency can be substituted for the degree requirement).  Two years of case management job related experience is required.  Proficiency in the use of Microsoft Office Windows, Excel, PowerPoint and Word.  Ability to learn applicable software programs.  Possess good customer service skills.  Good written and oral communications skills.  Ability to draft correspondence and chronologically document files.  Ability to maintain quality control over work assignments.  Ability to read and interpret regulations pertaining to the administered programs.  Good organizational skills and attention to details.  Must attend some night meetings as required.    Valid Texas Driver’s License and liability insurance.

SALARY RANGE:Administrative/Clerical Grade 8, $1,313.60 – $1,544.80 biweekly based on qualifications

NOTE: This position is funded with U.S. Department of Housing and Urban Development  (HUD) funds, which are subject to compliance with Section 3 of the Housing and Urban Development Act of 1968.  The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing and to business concerns which provide economic opportunities to low- and very low-income persons.

A person seeking Section 3 preference for employment with Fort Bend County must demonstrate that they meet the qualifications for the employment opportunities. Additionally, a person seeking employment bears the responsibility of providing evidence, when requested, that the person is eligible for the Section 3 designation. Applicants may be filtered in order of preference, per 24 CFR 135.
