Job Description

This position provides leadership and management of Engineering within the LNG Business unit and has responsibility for overseeing the technical aspects of mega projects / multiple projects / proposals / strategic initiatives, and the completion of assigned programs. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. Credible expertise and experience in LNG technology, discipline engineering and execution of projects is required to perform these duties in the LNG Business Unit. The position will make decisions in areas that will impact the technical and engineering aspects and project execution within the LNG Business Unit, the Fluor organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs and future strategies.

• Responsible for leading the Engineering and technical development of mega and/or multiple LNG projects in support of group business strategies
• Direct and manage the interface between Engineering and the other disciplines on projects including Process Engineering, Project Controls, Project Management, Procurement and Contracts, Construction, and the client teams
• Ensure that the engineering work on projects is completed on schedule, meets Fluor’s quality standards including review meetings and checking procedures, performance is within the baseline man hour and material budgets, required deliverables are produced, change management is executed in a timely manner, and Engineering Department Managers are apprised of issues related to their function
• Work with Discipline Leads and Engineering Department Managers to ensure that staffing levels are appropriate to achieve the engineering schedule commitments and personnel are assigned with appropriate ability
• Act as a leader in applying Cost Competitive Execution techniques and develop the most cost-effective total project solution
• Develop Home Office estimates, schedules, progress reports, and key quantity tracking reports
• Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects
• Lead the squad check effort for vendor equipment documentation
• Review the status of the schedule and progress performance with the Discipline Leads on a regular basis, and keep the Project Manager and Engineering Department Managers apprised of issues
• Ensure the quality of the engineering execution and deliverables
• Incorporate health, safety, and environmental factors in design
• Coordinate the identification, monitoring and forecasting of project material quantities
• Ensure that the Engineering Discipline leads are internally aligned and adequately interfacing with one another, and provide input to engineering departments regarding work process issues and opportunities for improvement
• Develop appropriate work distribution plans and ensure that appropriate measures are taken such that work performed in other Fluor offices or other designated entities performing Distributed Execution Engineering is completed on time and within budget, and that it meets Fluor’s quality standards
• Ensure the completion of required design reviews
• Prepare/review scopes of work for third party contracts
• Identify deviations in job scope, estimate magnitude of changes, and initiate trends or change orders
• Direct and oversee audits prepared by the Engineering Management Department as well as the Discipline Engineering Departments
• Engage Fluor’s global community, promoting a OneFluor mindset
• Lead, promote and support the project value creation effort
• Adhere to industry codes and standards as well as department practices and procedures
• Contribute to and promote the use of Fluor’s knowledge management portals and communities
• Manage and/or participate in establishing and maintaining joint-venture / stakeholder technical relationships
• Coordinate, deploy and prioritize resources across projects in order to manage cost and risk
• Organize and prioritize the engineering and technical deliverables on a variety of complex projects and multiple tasks in an effective and timely manner, sets priorities, and meets critical time deadlines
• Make strategic and tactical technical decisions for individual projects and initiatives
• Ensure that engineering groups provide project teams with effective and timely input to support the design, procurement, material management, construction, commissioning, and maintenance and integration of technical content and into schedule activities
• Ensure project teams have timely preparation and issuance of project technical deliverables, design documents, and bid packages according to schedule to support project execution activities
• Provide leadership for effective design coordination with partner companies, licensors, vendors, and subcontractors to ensure proper and complete integration within the project plan
• Manage a staff and provides an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities and, timely performance feedback
• Provide leadership and guidance for project teams in regard to complex technical issues
• Mentor Fluor personnel
• Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
• Analyze situations, identify and forecast pertinent problems, and evaluate realistic options; and recommend/implement appropriate courses of action
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Fluor’s Health, Safety & Environmental and Sustainability Policies
• Effectively develop and apply the Core Skills to the job
• Travels to attend to business related matters
• Meets expectations on attendance and punctuality
• Other duties as assigned

• Participates in Fluor University®
• Utilizes Knowledge Management processes to capture, support, and leverage relevant knowledge to enhance project execution
• Participates in sales and marketing efforts and build client base

Please Note:

This position is contingent upon contract award.

Basic Job Requirements

Accredited four (4) year engineering degree (Chemical or Mechanical) or global equivalent in applicable field of study
• Twenty (20) years of work-related experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management in Oil and Gas and Power industry with a minimum of 10 years of experience in the LNG industry
• Specific, detailed LNG related technical and project knowledge
• Jobsite experience and understanding of construction safety programs
• Project or area management experience in international locations and diverse cultural environments
• Ability to communicate effectively with audiences that include but are not limited to management, co-workers, clients, vendors, contractors, and other stakeholders
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications

• Professional registration and active participation in technical society
• Advanced knowledge of discipline codes and standards, commercial availability and cost of materials
• Advanced knowledge of equipment through all stages of a project from conceptual phase to design development, construction, and commissioning
• Effort-hour estimating and staff forecasting
• Managing and leading a large project
• Project set-up, developing control-level schedules, progress reporting and project close-out
• Practical field experience
• Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
