The City of Sugar Land is seeking a full-time Data Program Manager in Data and Innovation.

- Summary of Duties
- As a Data Program Manager, you will:
- Open Data Integration: Lead efforts to integrate diverse data streams into the open data platform, ensuring accessibility and accuracy of information for citizens and stakeholders.
- Team Leadership: Manage a team of data analysts within the Department of Data and Innovation, collaborating closely with embedded analysts in specific City departments.
- Strategic Vision: Provide visionary leadership to the data team, developing and executing strategic projects that deliver value to internal clients and citizens.
- Data Training Program: Manage the organization’s data training program, catering to both technical and non-technical audiences to enhance data literacy.
- Solution Proposals: Identify and propose data-driven solutions, overseeing the building and testing of these solutions to drive innovation.
- Emerging Technologies: Explore and adopt emerging data management technologies and practices to enhance data quality, storage, and analytics processes.
- Data Quality Management: Develop approaches to ensure data quality, including data cleaning and validation processes.
- Data Demand Assessment: Collaborate with departments to assess demand for new data and identify gaps in the data landscape.
- Data Empowerment: Leverage data to enhance transparency, citizen engagement, government performance, and quality of life within the City.
- Business Needs Translation: Collaborate with City departments to understand operational needs, translating them into clear problem statements and technical specifications.
- Project Management: Plan, execute, and monitor data-related projects, ensuring timely delivery within budget and scope while managing resources and risks effectively.
- Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.
- Stay abreast of, and comply with, all City and departmental policies and procedures.
- Perform other duties and responsibilities as assigned by the Director or their designee.
- Minimum Qualifications
- The ideal candidate must be extremely organized and able to manage the logistics of multiple duties with professionalism and strong communication skills. In addition, strong attention to detail and ability to work in a fast-paced environment is critical for success in the role, as are high levels of accuracy, timeliness and dependability. We are looking for someone who can establish and maintain effective working relationships within the organization, work effectively with all levels of employees and management, and assist in providing solutions to challenges that arise.
You are professional and empathetic. Diligent, take initiative and follow through and follow up with projects. Not easily flustered when tense situations arise but are diplomatic and work hard to diffuse conflict and get to resolution. You identify as a public servant and want to leave the world better than you found it. You work well as part of a team but are not afraid to make tough decisions. Education and Experience:
- Bachelor’s degree in data science, Computer Science, Information Management, Policy Analysis, or a related field from an accredited college or university.
- 3 years of experience using data for operational decisions or service quality improvement.
- Experience addressing civic challenges and developing programs using data.
- Minimum 1 year of successful management experience
- Proven ability to mentor and enhance staff capacity.
- Master’s degree can substituted for 2 years of work experience.
An advanced degree or additional relevant work experience resulting in acceptable proficiency levels in the above knowledge, skills and abilities may be substituted in lieu of specific education or exempt-level experience requirements.
Training (License and/or Certification):
- Valid Class “C” Texas Driver License
